Officer J. Ramirez
California Highway Patrol – Contra Costa
Subject: Trial by Written Declaration – Alleged Speeding (45 mph in 30 mph zone)
I am requesting the court dismiss citation CVC 22350 issued on March 3, 2025 along Willow Pass Road in Concord, CA. At the time of the stop traffic was light, weather clear, and my speed was safe for the conditions. The radar reading relied upon was taken while my vehicle was still within the posted transition from 45 mph to 30 mph.
Attached dashcam images and the included Google Maps measurement show the officer’s position approximately 120 feet before the reduced speed sign. My speedometer footage confirms I was decelerating to 30 mph as I passed the sign. The California MUTCD requires a 300-foot buffer when speed reductions exceed 10 mph; the location lacks the mandated warning signage creating an unfair speed trap (CVC 40802).
Considering the inconsistent signage, safe driving conditions, and corroborating evidence, I respectfully request the court dismiss this citation and refund the bail posted.
Respectfully,
Taylor Morgan
